Revised Complaint procedures

Revise OCR's procedures to require complaints to first be filed at the state level where similar laws and processes exist. This would greatly reduce the volume of work for OCR, enabling both reduced staffing and better focus on outreach and solving bigger problems not resolved at local and state levels.
