Rather than providing loans to college students, there could be a contract system. This system would help students pay for college in exchange for a manageable percentage of the student's future annual earnings for an agreed upon period of time. Consolidate COOP Sites across Government

For economies of scale and scope, and whenever possible, why not consolidate COOP (Continuity of Operations Planning Systems for Government Organizations) sites across all federal agencies to save as much as possible. Telework Tools Need To Be Software Based

I suggest moving away from expensive laptops, fobs, MobiKEYs and suggest moving to software-based telework access (e.g., Cisco). A large number of private sector companies that work with sensitive information allow employees to access email and networks through software-based access.
