Facilitate import export with international countries

I advise that you facilitate import export with/betweem international countries such as North Africa etc... - they have excellent cheap products that are almost impossible to import in the states. This would cut spending if customs and USDA etc would be controlled but less expensive. We would get more exotic, tasteful and cheap products in the states. Embrace standards-based web application development best practices. A lot of Microsoft-specific (this SAVE award site for example) don't work on other devices (Safari on iPad). Even Microsoft's own software (IE 6, IE 7, IE 8) has issues with how web applications behave. Any condition, that is not life threatnening or not expected to last longer than 3 years should be required to provide proof of job and developmental training. Web Development Cost Reduction

Many government entities use Adobe Coldfusion for web applications. Consider the use of open-source cfml engines (Railo, Blue Dragon) for lower priority development and deployment. This model can be extended to database servers as well: SQL Server to MySql for instance. I would not recommend a complete migration. I only suggest off-loading non-critical development.
