Consolidation of DoD Communications Facilities into a Joint environment

look at consolidation of military main communications facilities into regional Joint Communication Facilities. The Navy has what are called Naval Computer & Telecommunications Area Master Stations (NCTAMS). Under this model, the DoD could employe Joint Computer & Telecommunications Area Master Stations (JCTAMS) strategically placed within the COCOM Areas of Responsibility. The use of these facilities could potentially ...more »

Government-wide Reuse and Disposal Initiative

I propose that a Government-wide Reuse and Disposal program be established. This would allow for quantifiable cost savings in procurement and disposal across the entire government. It would also result in a measurable reduced impact on the environment. Too often equipment that is disposed of within one agency is still useful to another. A computer that was used for high speed data analysis 3 years ago is still more than ...more »

Get Serious About Base Realignment and Closure

Get serious about BRAC - we have too many military bases where there is no operational mission - many with the overwhelming population of employees being contractors. Putting an umbrella over several bases and calling them a "Joint Base" generates limited savings and saying you closed a base, only to now call it an "annex" to another nearby base offers limited gains, as well. The intent of base realignment and closure ...more »

Eliminate class photos and reduce hardcopies of CAM

Two ways to quickly cut costs in the Defense Contract Audit Agency (DCAA) would be to eliminate the photographs that are taken for each training class that is held at the Defense Contract Audit Institute (DCAI) and to reduce/eliminate the production of hardcopies of the Contract Audit Manual (CAM). Every class that attends DCAI on the first day goes to have a professional photograph taken. There are on average 15-18 ...more »

Consolidate Communications infrastructure roles and responsibilities

I suggest that the President consolidate communications network management (terrestrial, satcom, internet, etc.) and authority under one Agency. The UCP, policies, DOD directives, JS, and other agencies spend an enormous amount of time and money building and managing the same resources. If brought together under one Agency (i.e. DISA) the government as a whole would be able to remove communications infrastructure and ...more »

Incentivize DoD to Discontinue Year End Fiscal Spending Sprees (via MWR Percentage Return)

Issue: DoD year end fiscal spending in order to secure the same size budget for subsequent years is wasteful, but institutionally (if not legally) encouraged through a significant portion of the DoD. Solution: Deal with the issue at the Congressional level and force a revamp of the laws and regulations which govern this. Being a simple guy, here is a simple solution: Reward excellence and proper stewardship! Structure ...more »

Enhanced Use Lease Partnership With Utility Companies

Enhanced Use Lease (EUL) will allow federal and DoD installations to leverage existing land for supporting alternative energy initiatives by utility companies. These installations could then be taken off the grid, reduce carbon footprint, and provide for cheaper utility rates for all by having alternative energy infrastructure closer to the point of need. Alternative benefit would be utility companies can meet required ...more »

Time for a DoD Universal Pay/Personnel System

The DoD has talked for years about a universal system for the military pay and personnel system. There is a enormous need for this type of system. Although I am in the Air Force, I have served duty on different services bases. The member has to go to (travel) to their compontent servicing base to have personnel and pay items tended to. This wastes money and time. A universal system accessible by all components of ...more »

Overseas limitation

The five-year overseas limitation should be eliminated. The rule limiting Department of Defense employees serving overseas should be changed. Capable, valuable employees should be permitted to continue to serve for a longer period. Permanent Change of Station (PCS) costs would be greatly reduced, effectiveness and efficiency would be greatly improved with this increased continuity of operations. The increased turnover ...more »
