Get Serious About Base Realignment and Closure

Get serious about BRAC - we have too many military bases where there is no operational mission - many with the overwhelming population of employees being contractors. Putting an umbrella over several bases and calling them a "Joint Base" generates limited savings and saying you closed a base, only to now call it an "annex" to another nearby base offers limited gains, as well. Eliminate class photos and reduce hardcopies of CAM

Two ways to quickly cut costs in the Defense Contract Audit Agency (DCAA) would be to eliminate the photographs that are taken for each training class that is held at the Defense Contract Audit Institute (DCAI) and to reduce/eliminate the production of hardcopies of the Contract Audit Manual (CAM). I suggest that the President consolidate communications network management (terrestrial, satcom, internet, etc.) and authority under one Agency. Overseas limitation

The five-year overseas limitation should be eliminated. The rule limiting Department of Defense employees serving overseas should be changed. Capable, valuable employees should be permitted to continue to serve for a longer period.
