A centralized online government donation page (i.e. Donate.gov). Potential donors could quickly and easily donate online via a credit card. This way donors are assured they are donating to a reputable location and meets the requests of hundreds of potential donors. Allow use-or-lose leave hours to be exchanged for US savings bonds or donations to FEMA

Allow use-or-lose hours to purchase savings bonds or allow the dollar equivelant to be donated to FEMA- many hours get wasted, or donated if the employee does not use the leave, and it cannot be carried over into the following work year. Instead, give an option to buy savings bonds or donate to FEMA with the dollar amount equivelant to each leave hour. This will benefit the USA.

Donate surplus government property to schools

Agencies throw away, recycle, and otherwise surplus supplies that schools would be happy to receive. One example is the hundreds or thousands of three-ring binders that many contracting offices receive each year from contractors competing for contracts.
