Instead of having DOD maintenance facilities that are staffed by government employees they should be staffed by contractor employees. Under this idea, the government would provide the facilities and the equipment while a contractor provides the workforce. In essence you would have a chartered maintenance facility. Although this is not a money saving idea, I think it is something that has been lost over the last decade and should be reinstated. Tennessee Valley Authority employees are no longer encouraged to buy U.S. savings bond. As government employees, TVA should promote the purchase of savings bonds by employees. There is a new generation being hired that have no idea about the savings bond program.
