Please link products and progress reports to grants.gov so that the public can search, share and use the results - be they reports, data, imagery, whatever. This applies to all Federal grants and/or cooperative agreements.

Hold Grantees Accountable for their Budgets

More often than not, grantees are simply manipulating their budgets. In other words, they tend to "disguise" an unfavorable variance, so that their budget reports correspond with their forecasts. College Co-op Plan - A Loan Alternative

Rather than providing loans to college students, there could be a contract system. This system would help students pay for college in exchange for a manageable percentage of the student's future annual earnings for an agreed upon period of time. Stop Redirection of FEMA/DHS Grants Except for Intended Purpose

Prohibit redirection of FEMA grant funds from their stated purpose. Audit all FEMA grants to local communities to ensure funding was used for the intended purpose. Cap Indirect Costs for Grants

Limit indirect costs on grants, co-operative agreements and contracts. Nearly a third of the NIH budget every year is spent on facilities and administrative costs which do not directly contribute to improving the health of the nation.

Capping these costs, requiring cost sharing for some mechanisms, or at least having a standard F&A rate across federal agencies would save hundreds of millions of dollars every year.

Arbitration needs to comply with programmatic guidance...

When awarding Arbitration decisions ensure the arbitration Arbitors use the programmatic guidance and regulations for that Agency that is awarding the grants, such as FEMA when making determinations. Otherwise, they are not following the letter or intent of the law and when the OIG auditor's prepare their audit the grantee's or sub-grantees will be out of compliance with DHS guidelines and will have to pay funding back. ...more »
