Eliminate Excessive Holiday Leave for Some Federal Employees

Only allow 80 hours of holiday leave per year for each Federal Civilian. Currently, Federal Employees working the Alternate Work Schedule or "four 10's" have increased Holiday Leave +10-20 hours per individual. Half pay for an extra week off

As a voluntray program, allow employees to take an additional week off of work at half-pay. This would allow more time off for the employee and save the government about 1% of the employee's annual salary. The employee would still be resonsible for their share of their benefits.

Replace sick leave with use-or-lose leave

Federal employees should be allowed to use their use-or-ose annual leave to replace the sick leave that they have used. The government would realize immediate savings as the employees would remain on the job rather than "burning" their use-or-lose leave.

Allow employees to purchase leave hours during government economic hard-times.

Allow employees to purchase leave hours during economic bad times. Not a lot, just some. Make whatever stipulations you want, like, that particular leave cannot be used all at once or during a specific time, etc.

Accrued Leave Conversion

To generate more time-on-task in a fair manner, I recommend that accrued leave over 60 days for active duty military members be automatically converted to the base-pay equivilent each year. Because of work requirements, active duty members frequently lose accrued leave benefits which lowers the component of effectiveness associated with morale. Redefine Liberal Leave Policy to allow Telework

When OPM declares "Liberal Leave Policy" due to inclement weather or other events/emergencies, Federal employees are expected to use annual leave (without prior supervisory approval) or come in to work. I suggest that the "Liberal Leave Policy" be revised to also allow employees with valid telework agreements to telework from home (without prior supervisory approval). Extra Leave at Christmas Time

I suggest that you offer every Federal Employee in Government an EXTRA 2 weeks "unpaid" leave for the pay period 19 December 2010 through 1 January 2011. (It is not the most productive time anyway.) I suggest that a change be made to annual leave useage. Allow Federal Employees to take a partial tax deduction for donating their annual leave to the Federal Deficit or to gravely ill Federal Employes.

Employees should be granted up to 40 hours administrative leave a year to attend classes in State recognized or accredited colleges and universities. Currently agencies tend to weigh the course content with the employee's current job description. This prevents the employee from seeking to better their skills to apply else where in the Government.
