To get the best and brightest in management/decision making positions all job annoucements for supervisors or for grade level GS-13 and higher should be required to include some relocation costs. Agencies appear to be using the lack of relocation reimbursement to reduce competition in what is suppose to be merit promotions.
I suggest that a rating system be implemented to evaluate the performance of seasonal employees at the end of there term of service. Following their furlough, their rating will be maintained in a national database which employers looking for highly rated seasonal employees can access in order to narrow their searching pool.
