Limit all the PCS money

What about limiting all the PCS money that is spent moving officers every two years? They get huge allowances for goods and moving is not a cheap deal. Make them serve 4 years at every duty station. Why move them every two years?

DOD-Navy-Regional Shore Infrastructure services/support

The Regional Shore Infrastructure program in the Navy, which forces small commands to have the large "region" provide all their support services, is incredibly inefficient in that there is no accountability for services that are not provided or provided incorrectly. The small command ends up paying costs that are an order of magnitude higher than it would cost to get these services elsewhere, and, there is no recourse ...more »

Reduce number of general and flag officers

I can't speak to the other services, but the Navy currently has more admirals than it has combatant ships. This situation is rediculous and untenable. We should eliminate the number of flag staffs, combining them where appropriate, and elimiating them altogether where feasable. The resulting billets could be redirected to sorely needed shore maintenance and putting more sailors back at sea.

DoD a leader for Water Conservation efforts

The Department of Defense should lead water conservation efforts by implementing water collection methods and recycling on its facilities, ships, etc...For example ships undergo inclement weather at sea instead of allowing rain to go down the rain, a collection method or apparatus should be installed to redirect or harness this wasted blessing.

Consolidate local military recruiters into one civilian position

My innovation is to change the military recruitment process by having civilian recruiters. Personnel: One GS-11/12 could replace five E-5/6’s. There is savings in personnel costs and those uniformed individuals can rejoin their unit and ease some of the combat rotations. Marketing: Currently, millions of tax dollars are spent by each branch in competition with the other. The Army gets a rock climbing wall; the Marines ...more »

Close the Military Service Academies and expand ROTC and other commissioning sources

The academies are the highest cost providers of officers for the military services. Each member receives an education, room, board, pay, allowances, health care, and other perks while in school at a cost of several hundred throusand dollars per person. The fixed infrastructure costs are high, and maintaining the faculty and associated staff is very expensive. Yet the academies only provide only 13% (Army)-23% (Air ...more »

Deploy Vehicle Idle Elimination and/or Reduction Technologies ($300M - $375M in Savings)

Deploy no idle/limited idle time vehicle technologies. Many law enforcement agencies and departments across the country require vehicles to sit at idle for significant periods of time (4-8 hours) during the course of a work day. This idle time is necessary due to hostile environmental conditions (extreme heat or cold) or other operational requirements. Currently, anti idle technologies exist that allow interior enforcement ...more »

Combine the Marine Corps Exchange and the Navy Exchange

Combining of the Exchanges of the Marine Corps and Navy would significantly reduce overhead, achieve economies of scale, and tap into even greater quantity discounts for quality goods and services, at a savings and contribute more to quality of life programs. Since the Marine Corps is an operating force of the Navy, it makes sense from a leadership perspective despite tradition of having each own's business operations. ...more »
