Succession Planning and Redistribution of Work

I suggest a way of training new hires before the retirees leave completely. I also propose to fully utilize new hires. Disaster Reservist

This is related to the Disaster Reservist Program. I have been with the agency since 2004 and became a Disaster Reservist in 2006. Many of us believed that this meant "preference" when bringing employees back as the workload increased. We have a four year term appointment and had to apply with a KSA for the appointment. Promote Purchase of US Savings Bonds

Although this is not a money saving idea, I think it is something that has been lost over the last decade and should be reinstated. Tennessee Valley Authority employees are no longer encouraged to buy U.S. savings bond. As government employees, TVA should promote the purchase of savings bonds by employees. There is a new generation being hired that have no idea about the savings bond program.

Do not force employees to downgrade clearance

I suggest that newly hired or transfered applicants not have to downgrade their clearance when moving to a new position. Allow job applications to have a "minimum" clearance qualification, but do not downgrade them if they happen to hold a higher clearance than is required by the job position. Tell ICE,CBP,ETC New hires where they are going before paying for med/BI/Drug Tests etc..

The hiring process in many agencies is a complete waste of money.

 

Background investigations, drug tests, and medical exams should be done AFTER a candidate has ACCEPTED a specific location to EOD.

 

Instead, the gov wastes money doing the BI, Drug exams, Medical exams on candidates who only turn down the job because it's not a location they're willing to go to.
