Require Clinger Cohen Act Awareness Certification on OMB Exhibit 53/300 Submissions

Increase Clinger Cohen Act (CCA) literacy. Professionalize how Clinger Cohen Act is implemented by requiring all information technology personnel have the Core Competencies added to their training portfolio. Introduce annual Clinger Cohen Act training. Require agencies certify in their annual 53s/300s that IT program personnel have read the Clinger Cohen Act Core Competencies. Like so many excellent laws, the Clinger ...more »

We the people...

Out of all the great ideas I've read, I have not seen discussion on how much potential there would be to SAVE based on "political" aspects of our government. How about putting the power of our great nation back into the hands of "real" people as our founding fathers envisioned. Get back to making decisions based on common sense and experience! Ask the people who are affected most what they think about high level decisions ...more »

Overhaul Implementation of the Paperwork Reduction Act

Few agencies, including OMB, correctly follow the Paperwork Reduction Act regulations. OMB can automate the process for evaluating reporting burden. OMB should commission an inquiry-building Web site modeled after one of many commercially available services and host it on data.gov. OMB could extrapolate burden from question type, question length (i.e., question word count, option count, or maximum response length for ...more »

Reduce financial audits and cycles

The CFO Act of 1990 accomplished the original objectives and without doubt, improved accountability, management and reporting within the government. However, it is due for some revisions that will create savings for the government, and in turn, the taxpayers. Currently, financial statements are prepared on a quarterly basis and reviewed by independent contracted auditors. OMB should revise this schedule to make reporting ...more »

Financial Reform

Lines of Accounting Tables as .CSV files

While the Lines of Accounting (aka Standard Appropriation Lines) need reform, an intermediate cost-effective idea would be to mandate the tables of elements to be available as a downloadable .csv file instead of a Word file. We could locate appropriation information more quickly. It might also benefit IT users as well.

Centralize Civilian agency Contracting and Procurement

I suggest you...Reorganize the (non-DOD) Acquisition Workforce so each federal Department has trained and qualified CO and COTR staff trained and supported by a technical contracting office within the OMB. CO and COTR staff would specialize by contract type, size, and complexity and be deployed to specific working assignments within federal agencies and Departments. Quality Assurance and consistent training would be ...more »

Review program goals

This could apply government-wide or to OMB but I didn't see those as category selections... Many programs have been reviewed to see if they are meeting their goals in order to continue receiving funding. However, have the actual goals been reviewed? It appears that many of the regulations/programs we carry out/enforce/monitor (i.e. provide funding for) need to be re-evaluated to see if they are actually in line with ...more »

Reduce the Size of the Paperwork Reduction Act Statement

I suggest you reduce the written requirements of the Paperwork Reduction Act. This will reduce printing, paper, and mailing costs. The Paperwork Reduction Act Statement is required on all government forms. The Social Security Administation alone has several thousand forms on which the statement must appear. Making this statement more concise will also result in clearer, more readable forms. Here is an example of ...more »

Improve OMB comptime tracking

OMB Examiners should be able to enter their own comptime and the system should be made to correctly track comptime (on a fiscal-year basis). These small changes would save many hours of lost time on the part of those of us 'admin' staff who track comptime and would give employees greater control over their own timesheets.

Centralize administration of government-wide programs

Government-wide programs that are implemented in each civilian agency require immense duplication of effort, resulting in fragmented and non-standardized interpretations and processes. For example, OMB has mandated three Federal Acquisition Certification programs. Every civilian agency must implement these three programs - designing their own policy, procedures, applications, workflows, and tracking systems. Consolidating ...more »
