Most of us work in a common space in a group. Why not switch over to a common monitor / Graphic User Interface (GUI). Lose the gazillion monitors. Use one, a large one for each space or group. This change would facilitate MANY other positive changes. The layout of the space would be an open and shared environment. Change from Windows to a free Operating System (e.g. Linux), this would be extremely beneficial beacuse of the high prices of antivirus and high Windows cost. Also implement the use of Open Source programs such as Openoffice instead of Microsoft Office, these are free and would reduce costs by millions of dollars. Some government agencies already use these, but most don't.
The Government could save $3.7 billion for using open source software. When we consider the cost of staying with proprietary software, including the cost of downtime due to viruses, faulty software and waiting for the next release to fix bugs, moving to Open Source is an obvious strategy for our government.
I would like to propose a change in the way the Social Security Administration structures early retirement, and how we account for and manage those benefits. Currently SSA benefits for early retirement start at age 62, and include a reduction in the amount you will receive.
