The government will save millions of dollars by adopting and validating open source software for data analysis, such as R, rather than using expensive software such as SAS.
Use Open Source Software. Replace MS Office with OpenOffice to start with. Replace MS Windows with Linux (Ubuntu for example.) Replace Photoshop with GIMP. There is a free, open-source equivalent to virtually all commercial software products.
