Eliminate Discriminatory Policies that applies only to HHS employees

Eliminate the policies/rules that prevent HHS employees, and only HHS employees, from taking leave days outside the US when the travel is funded by outside funders, and no more than two days when funded by HHS, regardless of how many days and employee has on the books. Make it mandatory across the Federal Government no one can be assigned to D.C. / "Headquarters" for more than 10 years. One would hope as a new employee your first assignments would be in the field.
