Consolidate Communications infrastructure roles and responsibilities

I suggest that the President consolidate communications network management (terrestrial, satcom, internet, etc.) and authority under one Agency. The UCP, policies, DOD directives, JS, and other agencies spend an enormous amount of time and money building and managing the same resources. Paper and Printing Reduction: Mega Ideas!!!

Lots of ideas to reduce paper and printing costs: Duplex (double-sided) printing default, no more glossy paper, print 2 pages per side of paper, reduce graphics, use most economical print font, no more personal printers, raise print consciousness via emailed policy and agenda item at all-hands meetings.

Eliminate Beneficiary Travel

I suggest you... Eliminate the Beneficiary Travel program. This is a Secretary's discretionary benefit, not a codified one, making it easier to change. No other health provider (DOD, IHS, Tricare, Medicare) pays patients to drive to their appt. This program is inequitible and ripe for fraud/waste/abuse. Enact legislation requiring any business that utilizes photocopy machines to destroy or otherwise completely remove all of the data stored on the harddrives currently installed in virtually every modern-day photocopier prior to selling or disposing of the machines. After a recent stint at one of the FLETC, it became blatantly obvious exactly how much in government funds is wasted via the government's contracts with travel agencies such as Sato/GetThere. More FTE's for seasonal hiring

Every year we have to hire seasonal technicians, clerks, and admin help as contractors in order to stay below allocated FTE’s, which results in a 35%+ cost increase to hire the exact same people, working in the exact same government facility, with the same security clearance…all in order to make the government appear smaller. This policy exacerbates wasteful spending in pretty much every agency and every department. A federal website should be set up and man by a committee of managerial professionals and scholars. The site will consist of several links for suggestions.
