Encourage Telework Across Enterprise

Embrace telework for at least one day per pay period. With a laptop and Blackberry, I can be more productive and communicate well to my staff on these telework days. In the policy, indicate this is a privilege not a right and will be taken away on the first instance of abuse. On telework days, I leave my car at home, work more productively and longer hours, and am happier.

Overseas limitation

The five-year overseas limitation should be eliminated. The rule limiting Department of Defense employees serving overseas should be changed. Capable, valuable employees should be permitted to continue to serve for a longer period. Permanent Change of Station (PCS) costs would be greatly reduced, effectiveness and efficiency would be greatly improved with this increased continuity of operations. The increased turnover ...more »

Efficient means of tracking populace

Secure chips should be implanted in the entire population of the United States and linked to a national database. This program would be an ever increasing database where all credentials of every person can be checked with the click of a button or by a quick scan of the chip. Federal organization, States, corporations, and any other organizational entity can apply for secure access to the database. The viewable data is ...more »

Identify and Eliminate Psychopathic Managers

I suggest you require psychological evaluations for all SES level positions to ensure that these individuals are honest, empathetic, and with conscience. In my experience and in reading through a lot of the suggestions on this site, it is obvious that the government is not just dealing with a lack of leadership in its managers but it's also dealing with an epidemic of psychopathy and other destructive personality disorders ...more »

Public service: save taxpayer $ by easily doing more with less

A significant amount of money, in actual costs (purchase-price) and variable costs (personnel time, supplies), are wasted via sloppy procurements and how internal documents are stored/organized. And, the government needs to reward the personnel who create solutions that provide measurable/significant increases in productivity. PROCUREMENTS My personal experience is that acquisition planning is non-existent despite tens-of-millions ...more »

Meeting Cost-Benefit Gadget/Tool

I suggest you develop a (Google-like) gadget in which meeting administrators can enter the number of participants and an estimated average salary burn rate. Like a timer, the gadget tool would display the number of tax dollars being spent. Although simplistic in form, meeting chairpersons could use this information to improve meeting efficiency with quick and visible cost/benefit assessments. The ability to determine ...more »

Government-Wide Knowledge Management Initiative

The federal government should implement a knowledge management initiative across federal agencies. Knowledge Management, or "KM" for short, has recently gained significant interest in several federal agencies drawn by its potential to increase productivity and decrease redundancies and inefficiencies. KM is a way of formally evaluating an agency’s current state of knowledge capture, sharing and flow, and determining ...more »

Establish an interagency community of practice for effective enterprise software design

Create a community of practice for the modification of enterprise software (HR, Budget, Logistics, Procurement, etc) to be maximally productive to the end user while still meeting the requirements of OMB and Congress. This would include not only functionality of the software - single point of data entry, fewest clicks required to complete a transation - but also the production of reports or cuff records that are useful ...more »

Wiki platform for number-crunchers in government

Federal government workers are often not permitted to use web tools that are hosted on non-government web sites, so for example it is administratively hard (though not technically hard) to create a collaborative wikpedia-like glossary of terms used within and across government agencies for the benefits of their new employees. Proposal: create a computer platform for economists, statisticians, and other white collar workers ...more »

Discuss Efficiency

At least annually, ask each federal worker to describe the factors that affect his or her productivity. In my experience, most workers want to be productive, and most workers have insight into the circumstances that enhance or detract from their performance. Yet in the absence of routine discussions about efficiency, workers may interpret questions about productivity as criticism. Without an established forum, workers ...more »
