Amend 5 CFR, 335.103(c)(i) and (ii) to increase the noncompetitive temporary promotion or detail to higher graded position to 18 months. Make promotions competitive

I suggest that career ladders are removed and that all promotions in the federal government be competitive. Even if 80% of all eligible employees did recieve promotions (though I would advocate a smaller proportion) it would still save the federal government tens of millions of dollars a year. Promotion on performance not on Time served

There isnt a better way to motivate people for working harder and smarter.

 

For those who dont perform, they will not get an automatic raise and thats is how cost - saving will be accomplished.

We need the best

To get the best and brightest in management/decision making positions all job annoucements for supervisors or for grade level GS-13 and higher should be required to include some relocation costs. Agencies appear to be using the lack of relocation reimbursement to reduce competition in what is suppose to be merit promotions.

Utilize Government Websites better

Our public government websites should be used more effectively by

 

Allowing for advertisements on some websites. This alone would create millions of dollars in revenue. Obviously we would have to have a dislaimer about how the government does not advocate any of the sponsors. But in this present economy and age of online communication it seems to make alot of sense.

Allow employees to participate in 180° Leadership Assessments of their managers/executives as well as themselves during their Performance Appraisals. Promoting Process Improvement

Change the way participants view the process improvement initiatives that are being taught to them. Currently, getting certified as a Process Improvement Green Belt and Black Belt does not help in the promotion process. Add an exception to Time_in_Grade requirement for advancement

The government regulation for promotion in the government reads that one year of service has to be served at a lower level before a person is able to apply to a higher position. For example a GS-11 would have to have a PHD or equal experience plus a year at a GS-11 before being able to apply for a GS-12.
