MOA blanket with DHS agencies

There should be a blanket MOA covering the agencies in DHS. This would allow information to be shared (keeping PII standards) so that the mission of DHS is not hindered. Tom Ridge's intent was to have information flow from agency to agency for the creation of predictive analytics, so 9-11 would not happen again.

restructure save award to make it REALLY count

Restructure the save awards to automatically group like ideas into one category. The categories would be broad (i.e.: telecommuting, lighting, IT energy use, etc. ). Voting would be based on categories. There are too many similiar or identical ideas submitted (and voted for or against) and many that have already been implemented by many agencies. Nice Booklets

Today I received "Physical Security & Emergency Preparedness Guide" and "Plain talk about ethics" They are in nicely printed, professionally bound booklets. These were mailed to our POD (I assume to each group secretary to give to each employee). WHY? An email with a PDF attachment would have saved postage and printing costs and employees would still have received the required information.

Facilitate import export with international countries

I advise that you facilitate import export with/betweem international countries such as North Africa etc... - they have excellent cheap products that are almost impossible to import in the states. This would cut spending if customs and USDA etc would be controlled but less expensive. We would get more exotic, tasteful and cheap products in the states. One Central Federal Fund Cite. End hours of Auditing. Save Big Money.

One Central Federal Fund Cite. Each agency operates with their own financial fund string, when coordinating with various agencies for disasters or regular Inter-Agency work, fund cites become a problem. If the Federal Government mandated a fund string to be used by all agencies, time consuming audits would be a thing of the past. Inter-agency agreements would move flawlessly. This one probably wouldn't save a dime, but in terms of government mission, sacred trust, etc., how about a nod to the LIFE in "life, liberty and pursuit of happiness"? Pretty simple idea, really: Have GAO, agency IGs, or Offices of Quality Assurance do studies of people adversely affected by government decisions made by benefit-paying agencies, who DON'T appeal but whose adverse determinations appear to have been incorrect. ...more »

Create SAVE at the agency, region or state level

What could make this entire effort even more effective is to create a process to carry out promising ideas at a more local level. I've read some great ideas and nodded in commiseration when scanning others. The interactive process of voting and commenting humanizes the whole process and gives immediate feedback.

Expand the SAVE Award Program

This is a great program that has generated a lot of great ideas. I hope they will be taken seriously and more than just a few will be put into practice.

 

I think this program could be conducted multiple times per year.

 

Hats off to IdeaScale for implementing the program in such an interactive and collaborative manner.

Replace Single-Flight METRO Escalators With Stairs

According to METRO‚Äôs website 13% of its 588 escalators were not in service today (7/22/10). The majority of those currently being repaired ascend a single flight and the agency spends between $25M-$30M annually (in direct costs) to maintain them. Congressional Protection to Break Leases When Travelling on Orders AND Student Loan Deferment for War Zone Diplomats

Foreign Service officers should be entitled to the same Congressional protections enjoyed by our military. For example, military members on orders must be released from a residential lease contract to allow them to leave when ordered and may not be charged for the rest of the month's rent or endure penalties. Environment Friendly Residences/Buildings

Use water filters ("UV filters" as an example) in every government building/residence. That will eliminate the need to buy bottles of water from companies. This will save money and help the environment by eliminating plastic waste.

 

Also, use solar panels for the hot water system in each building/residence. That will decrease the fuel/energy consumption and help the environment as well.
