I have been in or working for the Federal Government for over 29 years. I keep hearing how the Federal Government is going to balance the budget. I still have never seen it. Although we probably receive a negotiated reduced rate with FedEx, so much money is wasted by defaulting to sending things by the Standard Overnight service when packages are not urgent (when being sent to opposing counsel before the deadline, when sending to contractors, and most of all, when being sent to other agencies). Incentive To Save

Federal employees and agencies have a disincentive to save money. I suggest these disincentives be removed. For example, for me personally, my performance standard says I will fail if I spend less than 97% of my project budget. If I find cost effective ways to accomplish my project and save 10% of the budget, the result will be putting me on a performance improvement plan for not meeting my 97% budget goal. Using the new PKI issued ID Cards to login to computers will allow us to sign documents electronically and send them over a secure net. This will save time and money as documents will no longer need to be printed for signature. Focus our thoughts

limit bills to single subjects. Lets use the KISS method in passing our law. Focus on one idea and get it right. Limit the length of bills so that we all understand what we are trying to accomplish. A bill that requires 100s to 1000s of pages is not understandable. The savings in time, supplies, and editing alone will save our country millions. How could a country of intelligence allow this to happen.
