I propose that a Government-wide Reuse and Disposal program be established. This would allow for quantifiable cost savings in procurement and disposal across the entire government. Real Time Pricing for Electricity Rates Can Save Hundreds of Billions

Investigate/Implement Real Time Pricing for electricity rates for all local, state, federal, DoD facilities to include military, education, etc... 10% annual cost savings realized at Naval Support Activity Panama City FL earned. This could be worth hundred of billions to the country. Shift hours of operation to non-peak hours.

STATE EMPLOYEES HELP THE COMMUNITY

I suggest you encourage State Employees to help with charities/community work monthly or have a quota done every 6 months (for example clean the community, teach writing/reading, help the poor, help builders...) Everyone should give a little bit back of their knowledge to the community but this should be compulsory to every department such as a 'duty'. This would help to save spending on training people...

Modify Per Diems and Overseas Tour Lengths

First, I suggest lowering the per diem amounts for overseas TDY and travel. In the two countries I have served, I found that the amount allowed for hotel, food and miscellaneous expenses far exceeded what I needed. It seems that they guage the hotel amount according to the most expensive hotel in an area, probably because of safety, but I have found that often there are safe and less expensive hotel options available. ...more »

Refocus State Consultation to their primary mission

Refocus the consultation team specifically in New York state to be focused on the small business as they were originally designed. Numerous instances have been shown that they are consultating with companies that have well into the 100's beyond the 250 employees. My idea is to improve the efficiency of reporting Passport and Visa Fraud. Persons who obtain or attempt to obtain a U.S. Passport by fraudulent means attempt to disguise their identity in order to aid in the commission of serious crime(s). Require submission of executed contracts & closing statements on real estate transactions to State Appraisal Boards or Real Estate Commissions for "need to know" access for accurate appraisals on RE. Allow all federal employees the opportunity to assist State Dept with Afghanistan, Iraq, and other missions

Expand Inter-Agency agreements to a Govt-Wide Ageement to permit more federal employees to volunteer to "be loaned" to the Department of State. This will decrease the cost of our aid to countries like Afghanistan and Iraq by utilizing skilled persons already in the employ of the federal government. Our efforts should include all those that work for agencies outside of the existing agreements.
