The maintenance staff and other personal needing transportation on campus should use smaller trucks, (such as mini trucks or mini vans), electrical hybrid vehicles, or electrical vehicles. This should save on fuel, lower maintenance cost and make it easer to move around the campus using the smaller vehicles.

Prohibit Bus Idling

Prohibit bus idling when buses are not traveling on the roads. Government shuttle buses routinely idle unnecessarily, wasting fuel, and causing noise and air pollution. This also causes health problems and increases health care and health insurance costs. As an example, I have observed the NIH and FDA shuttle buses idling in excess of 10 minutes.

Prisoner self-provisioning, whether in govern run or privately operated facilities, require prisoners to grow and produce their own food. Accountability

Accountability for how US dollars are spent should be at the level of the person making the decision. It is not right for a director to use federal dollars to fund fuel in his personal airplane so that he can maintain his hours for pilot licensure. His job does not require that he fly a plane, especially solo and the waste is unnecessary. Flying commercially would be less expensive, if necessary.

Treat Government Employee and the Public Equitably

Government employees should not receive a 100% transportation or parking subsidy when public corporations generally provide a pre-tax subsidy at most. Subsidizing transport and parking with a pre-tax payroll deduction would save millions of taxpayer dollars as well as continue to serve the conservation goals and objectives of the current program.

Foreign Flag Airlines

Allow DoD personnel to use Open Skies Treaty air carriers like the rest of the federal government. The prohibition on foreign flag carriers is nonsensical - especially when tickets purchased for code share flights through US flag carriers are usually more expensive - and are for the same flights! This is a waste of taxpayer dollars that benefits no one except inept airlines.

Airline baggage fees

Ensure that when GSA competes the city pair contract, they include a requirement to eliminate checked baggage fees for all government employees. Although the city pair fares are lower than other unrestricted tickets, they are still ridiculously expensive, and should have the same benefits as a full Y fare ticket. This would save the government (and taxpayers) millions of dollars annually.
