Return politics to being a "service" not a career.

Reduce the salaries of Political Positions. Political service to our country should be volutary "service" i.e. because you want to do good and give of yourself, not because it's a cushy fat paycheck. There are some Key Political Offices that should earn a salary that's somewhat compensatory...but not of itself a career maker. Reduce Paper Waste by Using Dual Sided Paper Printing

My suggestion is to set up the printers to print dual sided. I know it is not as probable to go to a paperless system but we can reduce the amount of paper we use just by printing on both sides of the page and it would cut our paper consumption down by half. Instead of printing out a 50 page document, why not print out a 25 page document front and back??

C.A.R.T. - internal flea online market for surplus supplies, equipment, furniture

I suggest you...require all federal orgs to add the C.A.R.T. (Capital Asset Reutilization Tool – the “C” means something else for us locally, but “Capital” would be a good substitute for mass application) to their organizations and intranets, with a requirement for all personnel to review C.A.R.T. prior to placing a purchase request. Communications Savings

Declare a moritorium on Trade Show/Symposium/Forum attendence and hosting, while the cost to DoD is investigated. DoD spends at least 400 million dollars annually on these activities. Develop a cheaper solution to provide the same benefit, like an e-solution where vendors can hawk their wares and Community of Interest personnel can Network.

Let Married Coworkers Share Accommodations

Let husbands and wives that are working together in the field stay in the same hotel room. Currently, it is many agencies policy to pay for two hotel rooms regardless of whether or the two employees are married and plan to stay in only one room. Establish a database that lists DOD current capabilities. It's very common for DOD organizations to repurchase the same services or programs because there is no clear visibility on capabilities that already exist. Change Incentives

The current system for determining funding in all areas provides an incentive for people to waste money. It is very difficult to get the same level or more money for the next year, if the entire budget is not spent. This encourages people to spend all of the money even if they don't need it, not because they want to be wasteful, but because they might actually need a larger budget the next year. Purposeful conference calls

When having conference calls, assure that you have an agenda, and that the call is necessary, and is of an interactive nature. Many man hours are expended on a call; it's more than one persons time expended. Cut to the quick. Don't expend time on what can be sent electronically.

Prisoners should have to work off their incarceration expenses: room and board, meals, clothing/laundry, electricity, heating/cooling, water for showers, waste disposal costs, health care, etc. No more free rides for having broken the law. Make Electronic Filing Work to save money and paper

this is a small idea, but it would save money and paper.... we have switched to electronic filing, but there are two ways in which we have not caught up. (1) we continue to be provided with sets of 3 file labels which are printed out before the case is assigned. Transform the DoD Hotline Program into a Global Program

Transform the DoD Hotline Program into a more global program. DFARS 252.203-7002 requires all Government contractors to display a DoD Hotline poster for contracts over $5,000,000, except when performance will take place in a foreign country.
