Communications Savings

Declare a moritorium on Trade Show/Symposium/Forum attendence and hosting, while the cost to DoD is investigated. DoD spends at least 400 million dollars annually on these activities. Develop a cheaper solution to provide the same benefit, like an e-solution where vendors can hawk their wares and Community of Interest personnel can Network.

Let Married Coworkers Share Accommodations

Let husbands and wives that are working together in the field stay in the same hotel room. Currently, it is many agencies policy to pay for two hotel rooms regardless of whether or the two employees are married and plan to stay in only one room. Agencies will pay for adjoining rooms, but that doesn’t make much financial sense. By allowing for husbands and wives to rent one room as they would like to do anyways, and not ...more »

Capabilities Database

Establish a database that lists DOD current capabilities. It's very common for DOD organizations to repurchase the same services or programs because there is no clear visibility on capabilities that already exist. Too many people believe they have a idea that has not been thought of or purchased by another government worker. Additionally, the capability they may want to purchase is probably a “empty house” waiting to ...more »

Change Incentives

The current system for determining funding in all areas provides an incentive for people to waste money. It is very difficult to get the same level or more money for the next year, if the entire budget is not spent. This encourages people to spend all of the money even if they don't need it, not because they want to be wasteful, but because they might actually need a larger budget the next year. I suggest that incentives ...more »

Save billions and dramatically improve security posture throughout federal cyberspace

Ineffectual Certification and Accreditation (C&A) driven processes within the government result in $billions wasted annually. A small portion of the funds expended for this report creating process could instead be applied toward establishing automated risk management capabilities with folks that truly understand information assurance and significantly enhance government security posture while simultaneously reducing ...more »

Purposeful conference calls

When having conference calls, assure that you have an agenda, and that the call is necessary, and is of an interactive nature. Many man hours are expended on a call; it's more than one persons time expended. Cut to the quick. Don't expend time on what can be sent electronically.

Inmate Work Requirements

Prisoners should have to work off their incarceration expenses: room and board, meals, clothing/laundry, electricity, heating/cooling, water for showers, waste disposal costs, health care, etc. No more free rides for having broken the law. In addition, hourly work load is based on a system that considers several factors: criminal record (each subsequent incarceration results in more work hours,) degree of crime committed ...more »

Make Electronic Filing Work to save money and paper

this is a small idea, but it would save money and paper.... we have switched to electronic filing, but there are two ways in which we have not caught up. (1) we continue to be provided with sets of 3 file labels which are printed out before the case is assigned. One label is on the litigation folder, the other two are placed inside the folder for labelling the record on appeal, despite the fact that we no longer need ...more »

Transform the DoD Hotline Program into a Global Program

Transform the DoD Hotline Program into a more global program. DFARS 252.203-7002 requires all Government contractors to display a DoD Hotline poster for contracts over $5,000,000, except when performance will take place in a foreign country. Congress should amend the clause to require it for all locations worldwide. Existing posters are only offered in English. We can eliminate more fraud, waste and abuse globally ...more »

1 large bootle is better than a number of small bottles

Many stores sell bottles in a box. Do you know that it can contribute to global warming? It would lead to trash, which leads to global warming. A large bottle would not cantain many packing so it helps us, so 1 large bottle is better than a number of small bottles.

MD often recommend much more medicines than you need! It is expensive, and it damages enviroment!

MD often recommend much more medicines than you need! I notice that it is common that there are a lot of medicines left after people recover from his / her illness. People have to throw them away. This wastes money. Meds are expensive ($$$$$$$$$$$)! When throwing it away, it would end up in trash, then a landfill. Meds contributes to global warming. Ahhhhhh!

"End of Year" Spending Sprees

Around the end of every fiscal year (30 Sep), there is always a mad dash to spend "fall out" money within every organization in the DoD (& very likely within every other government department). How many unnececcsary $2,000 50-inch plasma TV's would be displaying the lunch menus in on-base Dining Facilities if military organizations didn't feel compelled to spend unneeded, "leftover" funds? There needs to be an across-the-board ...more »

Exit Interviews for those who Retire, Resign, or Transfer Agencies

OPM or OMB or some regulating entity should enforce that exit interviews occur. Where there are significant amounts of highly qualified employees bailing from certain parts of an agency then someone should be looking into the situation, particularly when it is occurring at an agency which is at/near the bottom of the list of happy employees with good morale. I know of several people who have retired because of stupid ...more »

Define “best value” to include the costs of both procurement and disposal

Federal agencies buy more than $500 billion in goods and services annually, but there is no direct link to the cost of disposal. This limits the ability to identify and seize lifecycle cost efficiencies. For example, it's cheaper to buy a chipboard desk than a metal desk, but a broken chipboard desk costs taxpayer money to put in a landfill, while a broken metal desk has cash value as a recyclable material. For ...more »

NMCI NMCI "Regular Help Desk" Customer Service: Improve Waits & Proficiency

I suggest you...drastically improve availability and technical proficiency of NMCI Regular Help Desk most especially during occasions of mass upgrades in software or equipment. - Lengthy queue times (15 - 20 minutes of late) - Inexperienced customer service reps (CSRs): Latest took 20 minutes to figure out a solution that has created as many issues as it has solved. - Add this up over all users of the net and it ...more »
