Reduce all Civil Service salaries to 2008 levels including political appointees, reduce pension and retirement payouts to 2008 levels also. Enforce a 5 year freeze on pension and Civil Service COLAs with a restriction written into law that COLAs after that point will not be “caught up”, but will resume at that year baseline.
Create a stronger career/mentor program for career civil servants employed by the DOD. This would incentivize employees to build a career supporting the Department. Without this employees are not aware of how to build a career and often leave the Department for other oportunities creating an increased cost of replacing employees. Retainment of employees improves continuity in the Department.
Require all employees of the federal government (e.g., Military, Civil Service, etc.) to telework or carpool once a week. Do a civil service-wide analysis on all performance reviews and set to work an initiative that makes it easier to let under-performers go. There are too many people that need these jobs and would be willing to work hard. Instead we continue to retain employees that constantly work at a sub-satisfactory level.
