Educate managers in the use of excepted hiring authorities!

Edicate all supervisors and managers on the benefits of fully utilizing the non-competitive (excepted hiring authorities) to fill all vacancies whenever possible. Traditional competitive hiring procedures are generally not cost effective and are a huge waste of resources.
