Eliminate “Guidance Letters" for EERE funding

I suggest we eliminate “Guidance Letters.” These are unique to the office of Energy Efficiency and Renewable Energy (EERE), and are mostly a duplicate of funding documents. So, for each funding document, EERE also gets a second document to give them “guidance” on how to spend the funds. Reduce the Load of DOD Non-military Awards

Revamp totally the part of the DOD award system not associated with military ribbons and medals. STOP MULT BACKGROUND CHECKS FOR SEASONALS, and ease up on volunteers

Stop the rediculous duplication of effort with multiple security background checks for seasonal employees. Once a federal check is done, it should be good for 3-5 years (whatever the time period) from any agency/unit (park) that initiated it.
