Great Lakes Maritime Border Enforcement

Consolidate all maritime border enforcement on the Great Lakes with the USCG. Currently both the USCG and USBP own, operate, maintain, train, etc boats and aircraft patrolling the maritime border. This is duplicative and increases overhead. It also decreases accountability. USBP should be responsible for land borders, and USCG should be responsible for maritime borders.
