A single source should handle all security clearance investigation processing vs. each agency creating its own process and infrastructure. I suggest to promote and expand the use of Forest Service Enterprise Teams. They do specialized, efficient work, like a contractor would, but they are internal and can easily function with the idiosyncrasies of the agency. These teams have to hustle to find work and get projects done well and efficiently because they are not allocated appropriated funds.
