depelop a jobs program similar to the CETA program (an education training program) in the 1970s. The program was designed to provide jobs/training at universities, large companies, etc. The training /job would develop skills for jobs that are in demand, now and in the future. "green jobs" would be a good example of how the training could be applied.
Federal agencies buy more than $500 billion in goods and services annually, but there is no direct link to the cost of disposal.
