Take ID photos and fingerprints once and share the data for all applications

I suggest that when applying for a federal ID, that photos, fingerprints, and information be shared among the groups who need it to assure the security of the ID process. When I was hired, I was fingerprinted 3 times, and photographed 4 times, each time having to fill out paperwork to apply for security clearance for the ID. Eliminate vehicle stickers from all installations

Eliminate the stickers from cars for entering an AF base. Currently the navy still requires vehicle stickers to enter an installation even though you are required to show the ID when entering anyway. This is redundant. The person driving the vehicle and the passengers in the vehicle should be identified to enter an installation, the vehicle they are driving shouldn't matter. Standardize the use of Common Access Cards (CAC Cards) as the only identification card and access card for government buildings and IT systems.
