Dictionary of the federal register

A very large portion of legislation and regulation is taken up by definitions. Many of the definitions are redundant, or rather the same definition may be used in multiple places. Exempt "Routine & Frequent" regulations from the Congressional Review Act

The Congressional Review Act (CRA) requires a paperwork exercise every time an agency publishes a rule, not matter how minor. My agency publishes 400 rules per year, the vast majority of which are "routine & frequent" (relatively unimportant, low-profile rulemakings). Sunshine limits on legislation

Put an expiration date on all legislation except the constitution and bill of rights. There are so many laws and regulations that are not valid or past their usefulness that they need to go away. Too much regulation hampers industry and innovation to the point that small business dies at the hands of the bureaucrats whose sole function is to keep themselves in a job.
