Having a "purchasing agent" at each facility that iis able to research products and secure the "best deal" with consideration of quality, prior to purchasing items would greatly reduce wasteful spending. Cut Post Award Contract Audits and Fix Problems Before Contract Award

I recommend that less time and resources be spent on reviewing awarded contracts and more resources be dedicated to finding the problems during the acqusition process (acquistion planning & development as well as procurement) so poor contracts are not awarded. Finding problems after the fact does not save anything. Finding problems early in the process saves time and resources.

Tailor “Quality” requirements to economics

Data quality standards developed for scientific work such as taking environmental stream samples are being applied to economics research. This wastes staff and contractor time as they try to translate concepts such as “chain of custody” to research that gets it data from, say, the Bureau of Labor Statistics website, not from a river.

Leasing Computers?

My suggestion is to go a leasing plan with computers. The biggest problem we have is that when a computer life span is over then it either gets dumped in a recycling place or it is donated to schools. Donating to schools are great as long as the computers are functioning, but by the time a lot of the computers get to them, they have had their life cycle and usually on it's "last leg" I believe going to leasing computers... more »

Allow Walmart to compete for AAFES contract. Walmart has the market for the best retailer in America with the lowest prices. AAFES is overpriced and runs a monopoly. Change the rules and allow Walmart to compete for the Base Exchange/Post Exchange/Navy Exchange and see who wins.
