Joint recruitment and service placement based on need

Stop recruiting seperate services and have a single military recruter who places/offers individuals places in services based on needs of the DOD military as a whole. Much like modern recruiters do for jobs inside the individual services. Restructure recruitment. Stop Allowing the seperate military services to waste money competing for recruitment.
