Stop recruiting seperate services and have a single military recruter who places/offers individuals places in services based on needs of the DOD military as a whole. Update federal recruiting practices so that agencies can hire better qualified individuals for positions at all levels. Dollars spent for military recruiting are especially high and the highest category is traditional advertising i.e. tv commericals. The 17-24 demographic doesn't respond to television advertisements in the same way previous generations did.
