I suggest you...require all federal orgs to add the C.A.R.T. (Capital Asset Reutilization Tool – the “C” means something else for us locally, but “Capital” would be a good substitute for mass application) to their organizations and intranets, with a requirement for all personnel to review C.A.R.T. prior to placing a purchase request. I suggest you update records management procedural guidelines to reflect current technology and to encourage paperwork reduction efforts. Current requirements within the Office of the Solicitor (SOL) state that employees will print ALL records including emails and file them in hardcopy records management systems. This is even reflected in the 2010 mandatory FISSA training. This is a huge waste of funding for hardcopy... more »

Develop a web-based catalog of all NASA owned support equipment that can be reused for multiple projects.

After serving as an NASA Engineer on a couple satellite missions, I noticed that each mission spends money on new support equipment like dollys, lift slings, and fixturing to help build and test the spacecraft. The federal government must pay for every MB of hard disk space and every MB of bandwidth to move those files. Require Electronic Submissions

At FDA, we still accept paper submissions which require huge paper storage, scanning, and snail-mail acknowledgment systems and a large number of personnel. Electronic submissions are available but the digital signatures that are required to allow one computer to "talk" to another securely are a major deterrent for adoption.
