With 40% of the employees approaching retirement, more focus should be given to retaining their experience and wisdom by sharing and mentoring others, especially potential managers. Transitioning into training programs should begin as early as possible.

 

A database of procedures with as much descriptive information should also be availble to help trainees to find established "tried and true" methods and procedures

Accountability

Accountability for how US dollars are spent should be at the level of the person making the decision. It is not right for a director to use federal dollars to fund fuel in his personal airplane so that he can maintain his hours for pilot licensure. His job does not require that he fly a plane, especially solo and the waste is unnecessary. Flying commercially would be less expensive, if necessary.

Free OS and Open Source Programs

Change from Windows to a free Operating System (e.g. Linux), this would be extremely beneficial beacuse of the high prices of antivirus and high Windows cost. Also implement the use of Open Source programs such as Openoffice instead of Microsoft Office, these are free and would reduce costs by millions of dollars. Some government agencies already use these, but most don't.

Disaster Assistance Notification

Discontinue the practice of mailing application packages for disaster assistance based on the disaster victims FEMA registration. Many of the packages are not completed and returned. If they wish to apply, the disaster applicant can print the application forms from the sba.gov website, use the electronic loan application program, visit a disaster recovery center and also has the option to call or email the customer service ...more »

Purchase paper from companies that use or support alternative energy sources.

I am an advocate for government going paperless. However, there will always be a need for paper in government. So why not purchase all paper products from a manufacturer that has made efforts to reduce their carbon footprint by utilizing or supporting renewable energy. Term/Temp after 4 years to Status

I believe temporary/term employees who have worked 4 to 6 years within an agency be given status. This would allow them to apply for permanent positions, reducing costs of hiring and would also increase morale.

Disaster Reservist

This is related to the Disaster Reservist Program. I have been with the agency since 2004 and became a Disaster Reservist in 2006. Many of us believed that this meant "preference" when bringing employees back as the workload increased. We have a four year term appointment and had to apply with a KSA for the appointment. Online Learning Management System

Implement an online learning management system to record and track employee training. Too much time and money is spent on the printing, collecting and filing of training sign-in sheets and completion certificates. An online system would eliminate hard-copy training files. SBA Application sent with FEMA information

I believe that the Government could save alot of postage money by including the SBA's Disaster Application in FEMA's information package. Yhis too would eliminate some of the burden for the disaster victim who is overrun with paperwork, ie.FEMA, SBA, Insurance, cost estimates. Let's help make it easier for the victim!

This is related to the majority of temporary disaster assistance employees who are hired at the onset of a disaster and are laid off when the work load decreases. I recommend these experienced temporary employees are offered to downgrade to a temporary "part-time" status. This will allow the agency to retain more experienced employees for the next disaster. Paperless Office- no more faxes

Currently we fax all of our correspondence to lenders- this requires staff to fax documents, paper, fax machines, electricity, etc. I proposed that we email all of the correspondence- it will reduce our impact on the environmental, save money, and most importantly improve the experience for our lender-customers.
