Centralize and modernize teleconferencing capabilities across the government. Rather than the current ad hoc government approach that results in inefficiencies and redundancies, have a centralized, online system to request teleconferences. This would not only ensure administrative efficiency, but also promote the use of teleconferencing in lieu of meetings which require travel time and time to set-up facilities.
Online Faxing should be made possible for every one. This will cut down the paper usage to 50%.

I suggest you plan farther award to award contacts to contracting organizations. By giving them more lead-time, they will have more advance notice and be able to charge less.

This idea will save on cell phone costs, plan costs, and administrative costs. Instead of regulating federally assigned cell phones that employees carry, give the employees a stipend and allow them the freedom to choose a plan that fits the needs of the government and the employee. The employee will be responsible for the phone and plan payments.
