Seek out incompetent managers: Not all managers are, but the ones that are tend to kill moral, usually succumb to showing favortism to unworthy employees. I would start by allowing employees to rate their supervisor's performance, and have it count on their appraisal every year, if there is no improvement, then demote them to a lower position with no authority and lower pay. Bring back a Civilian Conservation Corps Program

Creation of another CCC-like program for all of the jobless; instead of paying people to stay home, to earn the check they must work for the US in some fashion: building roads, teaching at schools, cleaning beaches, or even assisting in government agencies. With 40% of the employees approaching retirement, more focus should be given to retaining their experience and wisdom by sharing and mentoring others, especially potential managers. Transitioning into training programs should begin as early as possible.

 

A database of procedures with as much descriptive information should also be availble to help trainees to find established "tried and true" methods and procedures
