I disagreeI suggest that every financial year Federal Agencies will return unused funds back to the budget instead of using them all just because they were allocated for the Agency needs. This will prevent waste and ensure more efficient use of recourses. In addition those individuals should be monetarily awarded for the saving of budget funds thus creating incensitives to save.

I disagreeI suggest that USDA FSIS will revive Risk Based Inspection and sample testing program. Performing risk based inspection will help to more accurately allocate recourses and identify food born pathogens. Currently most inspection tasks and sampling are provided randomly without taking in consideration specifics of each food processing plant .It is very costly, time consuming and not very effective inspection. specifics of each food processing plant .It is very costly, time consuming and not very effective
inspection. Risk based inspection inspection procedures will be scheduled to target higher risk products and processes. Risk based sampling will save millions by sampling based on the data collected from the specific establishements, where samples will be collected depending on the prevalence of pathogens, volume of production, risk level of product and etc
In my opinion it would be more accurate and cost saving, where more emphasis will be done at the most problematic areas, targeting most prevalent pathogen,
allowing USDA inspection employees more effectively perform their tasks in order to protect Public Health.

I disagreeIt is well known fact that each year billions of taxpayers dollars lost by fraud and abuse of federal subsidized programs such as medicaire, housing, farm assistance and others. The money that supposed to help underpriviliged and allocated to support small businesses, farmers and others ended up in the hands of thiefs of government funds, who are filling their pockets with money that don't belong to them. It is well known fact that each year billions of taxpayers dollars lost by fraud and abuse of federal subsidized programs such as medicaire, housing, farm assistance and others. The money that supposed to help underpriviliged and allocated to support small businesses, farmers and others ended up in the hands of thiefs of government funds, who are filling their pockets with money that don't belong to them. Federal agencies are often too slow to respond or overburdened with other needs.
I suggest that congress will enact bill to oversight federal subsidized programs, where money will be allocated only after thorough review of the applicant suitability with the mandatory follow up how exactly money spent. The receipient must be responsible for all supportive documentation and proof of eligibility. it may involve creating special task force with all necessary capabilities responsible for enforcing the law. This measure if enacted will save billions of dollars lost from the federal budget, will support much needed programs, which will benefit eligible American citizens.

I disagreeI believe that this is an obligation of the Federal government at a time of the worst economic crisis to do unfortunate but necessary sacrifices for the common good. In the upper management apparatus of every branch of the government there are numerous secretaries, undersecretaries assistants etc. It is anethical to pay big salaries for the jobs the government can go by without, while private sector is struggling with ...more »

In the upper management apparatus of every branch of the government there are numerous secretaries, undersecretaries assistants etc. It is anethical to pay big salaries for the jobs the government can go by without, while private sector is struggling with unemployment and job losses.
I suggest that each federal agency starting from the upper management will eliminate all non essential jobs.The employees will be given an option to be transferred in the open positions elsewhere as needed and the job functions will be divided among other employees. This measure will significantly cut spending, make governement more efficient and boost the image of government in the view of general public that we are sharing the burden battling economical crisis together with all American people.

I disagreeI suggest that old eqipment for instance computers, fax machines and other junk will not be sent back to the service center but instead disposed off locally or given away to the public. This is a government waste to spend money on shipping and utilizing old and not operational equipment while the cheaper alternative is either throw it in the trash, give away or recycle.

I disagreeI suggest for all federal agencies to stop submitting paper forms for Time and Attendance and leave requests for all employees and do it electronically. In my agency we already starting doing it for the management but not the bargaining unit. Every week there is one package sent to the FPC via FEDEX from our office, it is expensive. Every week there is one package sent to the FPC via FEDEX from our office, it is expensive. IF you calculate nationwide it will be millions of dollars spent per year just to report federal employees earnings.
Supervisor for each unit should be able to verify T& As of the employees and submit reports electronically to FPC.
This simple measure will save costs by switching to electronic format and will increase effectiveness by using much faster, legible and cheaper alternative.

This is simple measure and can be implemented right away. This measure will save huge amount of money spent on energy cost, utilities and transportation. Another benefit is that it is more eco friendly- less emission into the athmosphere reduction of traffic etc.
Last but not least the employees will have longer weekends so they will be more productive starting their week well rested. I know some private companies already saving in this manner. Why not federal government?
