I suggest you have a IT Person on site in every building depending on the building size. This will allow everyone to become my efficient without having to wait on hold for an IT person on the telephone.
Another option for annual leave is to allow people to cash in some of their annual leave up to 125hrs per year; however, they cannot exhaust their annual leave if they don't have enough annual leave hours to cover a base shut down.
