The purchases of electricity are generally performed based on lowest costs with no consideration of Carbon content. The president could issue an Executive Order directing in future requests for proposal (RFP) the government will add a standard cost for Tons of Carbon to the best value calculation of electricity rates. The Management and Operations (M&O) contractors at US DOE facilities should be non-profits. The recent switch to for profit commerical contracts has resulted in a significant increase in the overhead rates. This use of commerical contractors should be re-evaluated and if the data is correct, the contracts should be re-bid.
Community Renewable Energy Systems installed where every government provides electricity to public. For example a large Photovoltaic (PV) System could be installed and the public purchases some of the output that offsets their electric bill. Vending Machines placed on timers. This allows vending machines that do not need continous cooling to turned off when buildings are not occupied. Alternatively, they could have times and motions sensor that turns them on when someone wants to use the machine off hours.
