Save time and money by changes time sheets We have 26 pay periods a year and the vast majority of them I work a strait 40 hours. I think the majority of federal employees do this. I think unless there is a change to the hours worked, the time sheets should automatically be certified. When you look at a land status map across between BLM and the Forest Service one sees a checker board. This makes land management expensive and rules difficult to follow. If the local land managers agree, then can change land for management purposes only. This would allow each agency to administer complete blocks of land and allow our customers to have one point of contact in the area.
The DOI and other departments have thousands of unnamed lakes, rivers, mountains, roads and facilities. Many cities and counties have increased revenue by allowing private parties to sponsor or name facilities and the Feds should also do this. The revenue generated by the sponsorship could go back to the office managing the facility or geological feature offering savings to the tax payer and better facilities. Of course ...more »
When ordering new 4 wheel drive vehicles from GSA they should come equipped with antenna ports and power outlets in the cab for radios, since every vehicle that goes to the field is required to have a VHF radio. Alternatively, is to allow the users to order vehicles with VHF radios installed.
This would save time and money at the field, plus stimulate the car industry.
GSA VS. I-fleet vehicles. BLM has an interior fleet of vehicles and also uses GSA vehicles. BLM should use one system or the other. Using two systems is confusing and causes duplication in paperwork, personnel, under utilizing of vehicles and increase cost of disposal.
To combine State Offices in BLM and instead have regional offices. BLM has 12 state offices versus 10 regional offices in the Forest service. The forest service is a larger agency and covers more land. A few years ago BLM converted from a two tier to a three tier organization. If another Department, Interior Bureau, state or local government agency wants to use our radio systems they must fill out a MOU which can take years to get approved and waste 100s of man hours in developing, reviewing and approving. Each year Native American crews and others fight wildland fires as contractors. They are paid a few weeks later by check or direct deposit. Many of these people are disenfranchised from the banking system and some live in remote parts of the world (Alaska, Nevada and Idaho) where banks are 100 of miles away via air or poor roads. To make the IRS 1040 EZ form a push system versus a pull system. The form is relatively easy to fill out and it would appear that the IRS has all the information since they recently sent me a correction with information I had forgotten. So, instead of millions of people filling out a 1040 EZ, why doesn't the IRS just send a simple bill? If the tax payer agrees, they pays that amount or receive a refund. If they don't ...more »
The department’s HR system requires users to apply on-line and submit hard copies of forms to HR. Other departments have the applicant submit the forms after they are selected, thus reducing the burden on the applicant to submit forms and wasting paper, time, energy and resources. Digital signatures….many banking institutions, educational and other governmental agencies allow digital signatures. DOI has not been very proactive in allowing this practice. Numerous forms still have a requirement for ordinal signature and a hard copy. These are for things like tracking property, requesting new IDs and host of other services. To have an early out. I am at the top of my pay grade along with many other employees. If DOI offered an early out they could hire someone at a lower step and save salaries to pay for the early retirement. Plus it would stimulate the economy by hiring replacement workers.
