I suggest the government offer its own telecommunications revolving account so we rely less on contractors such as Verizon , AT&T and Sprint. This may require a corpus of funding to establish but the savings over time could be enormous (air-time fees, cost of data plans, roaming fees). The government could also make use of Blackberries on the government network of wireless internet vice using a mobile broadband solution. ...more »
I believe one good way to save money is by implementing a biennial
budget cycle that would allow us to spend funding over 24 months vice 12
months, much like the RDT&E Appropriation. This way there wouldn't be an urgency to "dump" last minute funding on commodities that we would not
necessarily of given a high priority to in a given fiscal year.
