Consider closing NSA Naples. It is a huge drain on resources availability, human and otherwise; there is no real mission for the base. NATO is building a base in Naples when this could be turned over to that entity. Retrench assets to Rota.
Do a complete revamping of the Human Resources for the Department of the Navy. Program is inefficient, cost effective, provides extremely poor or confused services, and is self-serving.
Do away with regionalization in the Navy. There is no need to have a secondary line of command between the base and individual headquarters. For the past several years, regions have become a depository for senior Navy officers and civilians that are increasingly high priced and serve little function.
