Something that has always puzzled me, why the Government punishes good financial management and the private industry rewards good financial management in relation to division/branch/office budgets. I see and hear about the usual June email that goes out every year, "we have $$ money left in the budge and need to spend it, so offices start buying supplies that they don't need or take trips that they don't need, just so they have a better chance of getting the same budget the next fiscal year. Let's end this punishment and reward our great managers. This will save Billions in the Federal Governement every year. This requires a very complex program to be put into place, but will be one that rewards and contributes to a better, more responsible government, and ethical behavior.
