I suggest the government change the way the budget is managed for the military. The way the process is set up now, as the fiscal year comes to a close, the military tries to spend all of their money to ensure that they receive close to the same amount every year. This promotes a culture of wasteful spending, instead of promoting a saving environment.
Instead of giving them the same amount of money each year (minus budget cuts, etc), why not start an initiative to award the service or branch that was able to save the most? That way they work to return as much money as possible every year, not spend it all whether they really need to or not. In savings that are rewarded, I believe both actual dollars saved and cost avoidance should be considered. Thank you for listening.
