I suggest that various government agencies, including state agencies, combine data, manpower, equipment and other resources when doing studies or enhancing anything in our common interests. Just some examples would be studies on salmon, wildlife sanctuaries or delta enhancement studies. Seems like Interior, US Fish & Wildlife and state fish and game will all do separate studies on the same project. Then there will be 3 separate conclusions and 3 separate ideas for enhancing. Then the taxpayer watches the 3 agencies have meetings to present their findings to everyone else. Money could be saved if we all worked together and agreements would be easier to reach if everyone witnessed the same findings at the same time.
