Combine sick leave and vacation leave into one pool. Add them together and then take a percentage (say 85%) and give that to employees and just call it leave. So many waste time and money because they have sick leave to burn. If leave existed and was all like vacation, we wouldn't have the administrative headaches and the use of "sick time" when it wasn't really needed. This would be easy to do and save thousands of hours across the government. It would also be seen as a benefit to attract new employees.
