Create Department of Administration for Core Functions

Consolidate Administrative Functions for all Federal Agencies in a Department of Administration: Reorganize OMB, GSA, NARA, and the Human Capital, Reporting and Records Management functions across the Federal Govt. Manadatory use of the Services provided. Prevent waste and abuse in three critical areas: Training Facilities (esp IT), FY end supply and service purchasing, HR Practices (stratify or benchmark performance management). Create “Small Region” SME-Ombudsmen to serve with in the Executive Office of the President; Central Mission: using the executive authority of the President- reduce and eliminate waste, fraud and abuse in Administrative and Quasi-Administrative Functions (ie COTR) and increase transparency.
