I suggest you select one and mandate one type of Gov't ID card over a two year period and make all the other ID cards invalid. For example you could use the DoD CAC Card for multiple federal agencies and multiple purposes. For example the DoD CAC ID card is currently white but could be colored light purple and used to replace the DoD retired ID card for all DoD services; a different pattern on the front of the card could indicate a different agency like the Department of Agriculture, etc. These cards can and are being used to electronically interface and authenticate with gov't computer systems. Recommendation will same $1-2 million dollars annually due to the elimination of different types of card stock and ID card production equiment that is used to produce different types of ID cards across the Federal gov't.
