Employee provided cell phones

Allow government employees to use their personal cell phones for government work and give them an allowance to do so. This would eliminate many government cell lines and contracts and reduce the need for many employees to hold two phones. A typical government cell contract costs about $600 per year, a blackberry $1200 per year. Providing $250 stipend to an employee to provide their own cell phone could save millions of dollars and would be a true win-win.
